Frank E. Talley, 71, of Mount Vernon, passed away at 11:45 P.M., Monday, April 4, at Christian Hospital Northeast in St. Louis, Missouri. In honor of his wishes he will be cremated and a Private Burial of Ashes will be held at a later date.
