Herbert, 87, who resided at Heritage Landing Apartments in Mount Vernon, Illinois for 7 years, passed away at 1:46 P.M., Tuesday, October 25, 2016 at her residence in Mount Vernon, Illinois. Per her request, Billie will be cremated. A Memorial Service will be held at 2:00 P.M.
