CLINTON COUNTY — One of two men arrested Thursday in Clinton County in connection with a morning standoff in Carlyle that stemmed from a reported kidnapping has been released from jail.

According to Clinton County Jail records, 29-year-old Kyle J. Louivier was released from custody Thursday.

He was taken into custody Thursday after exiting an apartment in the 700 block of Eighth Street in Carlyle and surrendered to law enforcement officers holding a perimeter around the building.

A second man, 28-year-old Christopher A. Mems, remains held in the Clinton County Jail.

He allegedly refused to leave the building when officers arrived in response to the report of an unidentified adult female was being held against her will in an apartment in that building.

Misdemeanor charges against Mems were filed Thursday in Clinton County court for battery, aggravated assault using a deadly weapon and criminal trespass to a residence. It’s unclear if those charges are in connection with Thursday‘s incidents.

Bail in that case was set at $10,000 and he was forbidden from having contact with a female victim.

Thursday’s report from the standoff and alleged kidnapping indicated a firearm was involved and that one of the suspects had allegedly assaulted a neighbor with a knife.

Upon their arrival on the scene, officers were able to secure the safety of the victim and move her to a safe location.

The investigation continues into the alleged incidents is ongoing.
