JEFFERSON COUNTY — Charges have been dismissed against a 25-year-old Mt. Vernon man who had been accused of beating, restraining and sexually assaulting a woman.

In June, a Jefferson County grand jury indicted Justin Starr on three Class 1 felony counts criminal sexual assault by use of force, and one Class 4 felony count each of domestic battery and unlawful restraint.

He was accused of striking the alleged victim in the face and head, grabbing her arm and tying her to the bed, before sexually assaulting her.

The dismissal comes after a request from the alleged victim, who reportedly said she did not believe a crime had been committed against her.

A special prosecutor brought in on the case announced in court Wednesday that the state would no longer pursue the charges against Starr.

Because newly elected Jefferson County State’s Attorney Sean Featherstun had at one time represented Starr, he could not prosecute him and a special prosecutor had to be brought in.

While he is no longer facing criminal charges in Jefferson County, Starr remains in custody as he is on a parole hold.
