(East St. Louis, IL) — A man from China could spend up to 30 years in a federal prison over phony credit cards that were used in Collinsville. Shu Chen was indicted last week in East St. Louis and charged with identity theft tied to counterfeit credit cards. Chen was allegedly buying gift cards at Walmart. He was arrested by Collinsville police last month.
