(MT. VERNON, IL) — A 26-year-old Mt. Vernon man has been ruled a sexually dangerous person following two days of testimony in a Jefferson County Court bench trial. Dominique Peoples will be held in the Illinois Department of Corrections until he is deemed to no longer be sexually dangerous. The trial came about after Peoples was charged with misdemeanor disorderly conduct for peeping through the windows of former Jefferson County prosecutor Meagan Carnine. Carnine testified Tuesday that Peoples entered her home on several occasions without her knowledge. She reported her concerns to the Mt. Vernon Police Department and they installed a camera aimed at the back of the home. MVPD then began monitoring the camera daily and in September 2015 the camera caught Peoples spending about 45 minutes masturbating while looking into Carnine’s bedroom windows of and those of her young daughter. While the charge against Peoples was only a misdemeanor charge, court records show his criminal history includes aggravated criminal sexual abuse of a girl under the age of 13 years in Jefferson County and another sexual assault in Madison County.
