Western Illinois Levee Managers Defend Height 

(Quincy, IL)  —  Levee managers in western Illinois say the federal government only has itself to blame for questions about flood protection.  Several levee districts along the Mississippi River last week said they’ve received letters from the Army Corps of Engineers ordering them to lower their levees.  But Mike Klingner, who is the president of the Upper Mississippi, Illinois and Missouri Rivers Association, says the Army Corps built most of the levees they now say are too high.  Klingner says the Army “overbuilt” in response to the record 1993 flood.
