(MARION, IL) — A Marion man will spend the next two years in a state prison after pleading guilty Tuesday in Williamson County Court to a felony charge of theft by deception. Williamson County State’s Attorney Brandon Zanotti says back in March of last year, 53-year-old David A. Phelps approached a person in Marion asking for money to help his ailing wife in St. Louis. The next day Phelps approached the same person asking for more money saying his wife had died. Both stories were not true. Zanotti says Phelps also has a criminal record including forgery convictions.
