(Carlyle, IL)  —  A judge in Clinton County says the teenage suspect in the beating death of another teen can’t leave his house. The judge yesterday denied a request to allow the 17-year-old to go to church and counseling. The judge says house arrest means that the young man can’t leave his house. Prosecutors are ready with manslaughter charges against the teen for the beating death of 18-year-old Jacob Arter at a party in April.
