(East St. Louis, IL) — East St. Louis city manager Alvin Parks is out of a job. Parks was fired yesterday by city council after serving for only four months. Edith Moore has been sworn in as his replacement. Parks previously served as the city’s Mayor but lost his re-election bid to Emeka Jackson-Hicks in April.
