(East St. Louis, IL) — The new mayor of East St. Louis is making some big changes in city government. Mayor Emeka Jackson-Hicks has appointed a new police superintendent and a new city manager. The top cop is seven year police vet Felix Arnold and Traycee Chapman will handle the city’s business affairs. Meanwhile, the Jackson-Hicks administration has advertised opening for all city directors, including a new fire chief.
