(Effingham, IL) — A southern Illinois judge will get a huge promotion. First Circuit Judge James Moore will move up to the Fifth District Appellate Court. He worked as a Carterville lawyer until his 2007 appointment to the Circuit Court. The state Supreme Court chose Moore to fill the vacancy left by retired Justice Stephen Spomer. The Fifth District Appellate Court covers 37 counties from Effingham to the southern tip of the state.
